Administrative Officer
Location: Naval Air Station Whidbey Island - NorWester Service Center
Pay Grade: NF-0303-03

BRIEF DESCRIPTION OF DUTIES: Serves as the principal administrative support for division heads and activity managers, advises program personnel on administrative policies, procedures and practices. Maintains an accurate file system of online and hard copy documents to enable quick and efficient retrieval of information. Serves as department point of contact for ordering supplies, distributing cell phones along with validating monthly phone bills, ordering NAVFAC bullets, key control, accessing mandatory training reports in order to monitor and report progress, collecting various monthly data and reports and forwarding to the region office, NAF credit card approving official and monitoring/tracking business plan progress. Schedules meeting, appointments, and conferences, prepares and distributes agenda and takes notes when directed. May be assigned to enter or report time and attendance date for non-appropriated fund or appropriated fund employees in other departments. Provides operational oversight for the central cashier operations, directly manages cash control, distribution and collection function supporting local base level activities and reports to the installation program manager, supervises approximately 4 employees. Assigns and monitors work of subordinates and provides technical oversight. Assists with the development , tracking and execution of the annual non-appropriated fund operating budget for the director’s account, reviews financial reports, compares to budget, investigates variances and provides execution explanations for high level review.
QUALIFICATION REQUIREMENTS: A highly dynamic, motivated and proactive team leader with technical skills and comprehensive knowledge of laws, regulations, and policy related to Community Support issues and support functions. An extensive knowledge and understanding of management principles, practices, methods and techniques is required. Must possess excellent communication and English skills, both oral and written, and be able to effectively delegate, mentor and accomplish work through others to meet program objectives. Experience and knowledge of Navy correspondence, computer applications and software including Power Point and Excel is required. Must possess the ability to multi-task and prioritize projects with deadline achievement. Driving is a requirement. A minimum four years specialized experience managing a diverse administrative support function, business or operations similar to those services delivered within the Community Support Department is highly desirable.
