N9 Internal Review Officer

This is an internal position open to current Navy Region Northwest N9 employees only.  

Location: Naval Base Kitsap - N9 Service Center-Keyport

Pay Grade: NF-0343-04

Brief Description of Duties: This position is located in the Fleet & Family Readiness Program, Commander Navy Region Northwest and reports to the Region N94 Support Services Director.  This position is responsible for providing oversight/analytical internal review of the Fleet & Family Readiness Program. These include Non-appropriated Fund (NAF) Accounting Information Management Systems (AIMS), (including accounting, procurement, banking and payroll), Morale, Welfare, and Recreation (MWR), Child and Youth Programs (CYP), Navy Gateway Inns & Suites (NGIS), Warfighter Support (WFS), and Civilian Morale, Welfare and Recreation (CMWR) funds.  The mission is to carry out internal review responsibilities by evaluating the effectiveness of internal controls, reviewing issues and areas of efficiency, effectiveness, and accountability of the NAF.  The position is also responsible for supporting training of region and installation MWR, CYP, NGIS, CMWR and WFS staff in areas of fiscal oversight responsibilities, performing management analyst support, conducting management investigations, metric tracking, asset management oversight and support agreement management.

Qualification Requirements: Must possess a comprehensive knowledge of Non-Appropriated Fund (NAF) and Appropriated Fund (APF) accounting policies and procedures applicable to Navy N9 services and including applicable DoD, DoN, and CNIC policies. Ability to review a large amount of data for the purpose of evaluating management systems and processes, and knowledge of financial reporting, auditing and accounting concepts, principles and techniques.  Must be able to communicate and maintain effective relationships with supervisors, managers, and co-workers on complex or controversial issues.  Must be able to analyze extensive program data/interrelationships, and coordinate the preparation of accurate and reasonable program plans and proposals.  Requires skill in written and oral communications sufficient to prepare and present findings and recommendations.  Requires ability to analyze financial statements and recognize potential fraud indicators and develop steps to expand fiscal oversight scope to evaluate whether investigative referral is appropriate. Requires ability to use ADP equipment, personal computer, and standard Microsoft Office software and SAP in conducting fiscal oversight reviews and reporting results.
