BRIEF DESCRIPTION OF DUTIES: This position is located in the Fleet & Family Readiness Program Service Center (FFRSC), Keyport, Washington. This position is responsible for performing regional administrative, evaluative or technical support in the areas of professional recruiting, personnel accountability, Labor and Employee Relations (LER) for more than 1000 non-appropriated (NAF) and appropriated fund (APF) employees assigned to Fleet and Family Readiness Programs located at Northwest Region commands including Naval Base Kitsap, Naval Station Everett, and Naval Air Station Whidbey. This position functions as the assistant to the Human Resource Manager in managing systems and employment programs with region-wide impact and supervision and training of employees in the Human Resources Branch. Serves as the primary point of contact for the NAF LER program. Processes, tracks, and serves as liaison to CNIC LER team on all employee performance and disciplinary along with labor related issues. Serves as the primary contact and N9 Command Representative (COR) for the NFAAS personnel accountability system. . Acts in a lead capacity for Personnel branch employees, providing technical guidance, and helping resolve internal conflicts.
QUALIFICATION REQUIREMENTS: Demonstrated knowledge and skill in applying personnel concepts, practices, laws, policies, rules, regulation, precedents, and procedures to perform a variety of routine and complex assignments. Four years progressive experience in Human Resources including employee relations, staffing and recruitment. Minimum of a two-year degree in business, human resources, or similar required. Professional human resources certification or additional experience may substitute for a degree. Familiarity with federal employment practices through military service, civilian service, non-appropriated fund (NAF) or government contract experience. Ability to establish and maintain effective relationships with and gain the cooperation of supervisors, employees and managers. Skill in written and oral communication sufficient to prepare and present oral and written findings and recommend specific action(s), and/or provide program training, and/or assist in preparing instructions. Basic understanding of primary Windows and Microsoft Office applications (i.e. Word, Excel, PowerPoint). Knowledge of NAF organizations desired. EEOE
Conditions of Employment: Must meet Federal Employment suitability requirements and successful completion of background investigation. Must be able to obtain and maintain a Secret Security Clearance. Regular and recurring work performed sitting at a desk and standing while facilitating groups/events/classes. May require travel to different offices, military and civilian in the Puget Sound.
